I saw something from Bell about throttling speeds and they still mention
it on most of their plans. It used to be down to 512kbps but it looks like recently they have dropped that to 256kbps..
The wording wasn't crystal clear though so it may not go for all plans,
and possibly only for plans with at least 100 GB per month included.
